Cost of living by state and city: official BEA price levels, U.S. = 100.
How prices differ across all 50 states, the District of Columbia and 315 major metro areas, from BEA's Regional Price Parities: what the index measures, what it does not, and where each place sits against the national average.
Regional Price Parities (RPPs), published by the U.S. Bureau of Economic Analysis (BEA), measure how average price levels for goods and services differ across states and metro areas in one year, with the U.S. average set to 100. In 2024 state price levels range from 86.9 in Arkansas to 110.7 in California; across BEA's 387 metro areas they range from 83.6 (Monroe, LA) to 115.6 (San Francisco–Oakland–Fremont, CA). An RPP is a regional price level, not a household budget, rent alone, taxes or anyone's personal cost of living.
Differences in average price levels of goods and services across states and metro areas in one year, for the average consumer, with the U.S. = 100. Components cover goods, housing (tenant rents), utilities and other services.
A household budget, rent alone, taxes, disposable income, home affordability, lifestyle, savings, or any individual's actual spending. It does not compare prices over time.
- What RPP is
- BEA's index of the average price level of goods and services bought by the average consumer in an area, relative to the U.S.
- National baseline
- U.S. = 100 for all items. A level of 108 means prices about 8% above the national average; 92 means about 8% below.
- State coverage
- All 50 states and the District of Columbia (51 areas).
- Metro coverage
- All 387 metropolitan statistical areas (OMB 2023 delineations); 315 have their own page here.
- Rents
- Tracked separately as BEA's housing (tenant rents) index; the U.S. value is 100.6. It is shown beside each place and never mixed into the all-items level.
- Source and year
- BEA Regional Price Parities by State and Metro Area, 2024 data, released Feb 19, 2026 (SARPP and MARPP tables).
- Calculation limits
- One year of price levels, compared across places, not over time. Differences of 3 points or less are within year-to-year movement, so treat them as ties.
United States → state → metro area
Data One national baseline; a separate BEA price level for every state and every metro area.
- United States
- 100.0
- national baseline
Data The same structure applies everywhere: each state and each metro area has its own BEA price level against the U.S. = 100. A metro area that crosses state lines (New York City covers parts of New York and New Jersey) has one level for the whole area.

How this page is built
BEA Regional Price Parities measure differences in price levels across states and metropolitan areas for one year, relative to the U.S. (= 100), for the goods and services bought by the average consumer. Housing is tenant rents only and is shown separately. Metro areas use the OMB 2023 delineations. Each place page converts a salary to U.S.-average prices with the same division BEA uses to price-adjust income: Salary at U.S.-average prices = salary ÷ (RPP ÷ 100). Equivalent salary in place B for a salary in place A = salary × RPP(B) ÷ RPP(A).
- Anyone's personal cost of living or household budget: RPPs are average price levels for the average consumer.
- Taxes, take-home pay, home prices, household size, commuting or lifestyle.
- Exact prices: RPPs are indexes, and BEA notes place-to-place price comparisons can be volatile where survey samples are small.
- Year match: 2024 price levels are applied to May 2025 wages.
